Causes

How to Fix
- Measure the voltage at the control terminal of the valve connector with the ignition on
- If the voltage is constantly high, check the insulation of the control signal wire
- Inspect the harness for abrasions and points of contact between different wires
- Disconnect the ECU connector and check for a short in the circuit
- Replace the valve if it is internally shorted
- If the wiring is correct, check the ECU output stage
